History

The Aceh region is an agrarian area known as a supplier of livestock to other regions in Indonesia. Recognizing the socioeconomic conditions of the people and the agrarian potential of this area at that time, local government officials and community leaders prioritized the establishment of the Faculty of Veterinary Medicine and Animal Husbandry (FKHP) as the second faculty after the Faculty of Economics at Syiah Kuala University (USK), with the hope of improving the livestock industry in Aceh. To realize the formation of this faculty, the local government, together with the Aceh Regional Military Authority (PEPERDA), established the Preparatory Committee for the Development of the Faculty of Veterinary Medicine and Animal Husbandry (FKHP) on January 9, 1960.

This committee was tasked with preparing the needs related to the establishment of FKHP, such as recruiting teaching staff, establishing connections with other FKHP/FKH faculties in Indonesia, contacting the Minister of Education, Teaching, and Culture (PP and K), and providing housing for prospective teaching staff. The committee sent a delegation consisting of Drh. R. M. Soedjono Ronowinoto, Dr. R. Soegianto Kartowigoeno, Ir. Achmad Soedarsan, and Anwar to hold discussions with the Head of the Higher Education Coordination Bureau of the Ministry of Education as well as with the Minister of PP and K, focusing on financing, lecturers, and the requirements needed by the Minister of PP and K. The Minister of PP and K formed a Technical Commission of the Ministry of PP and K, consisting of Drs. M. A. Gani from the Higher Education Coordination Bureau (as Chairman), Drh. M. Farichin Sumintawidjaja from FKHP Gadjah Mada University (as Vice Chairman), and Drh. Kridarso Budi Prajitno from FKHP Gadjah Mada University (as Secretary). On July 11, 1960, a meeting was held at the Office of the Veterinary Service of the Aceh Special Region between the Preparatory Committee for the Establishment of FKHP and the Technical Commission of the Ministry of PP and K.

In the meeting, the Chairman of the Technical Commission of the Department of Education and Culture, Drs. M. A. Gani, outlined a brief history of the formation of the Technical Commission and its tasks in reviewing the preparation for the opening of the faculty. The task was to collect materials to be submitted to the Minister of Education and Culture. This Technical Commission received moral support and material assistance from Gajah Mada University. After the Technical Commission of the Department of Education and Culture reported its findings to the Minister, the Minister sent a letter to the Governor of the Special Region of Aceh as the Vice Chairman of the Preparatory Committee for the Establishment of the Faculty of Veterinary Medicine and Animal Husbandry (FKHP), stating that the faculty could be opened in Banda Aceh on October 10, 1960, at the Darussalam Student City. The purpose of establishing FKHP was to educate students to become graduates with expertise in veterinary medicine and animal husbandry, dedicated and capable of independently advancing knowledge for development purposes. Therefore, the education and teaching methods must be dynamic, always considering regional interests and in line with the national development movement.

The Minister of Education and Culture issued Decree No. 79966/UU on October 17, 1960, regarding the establishment of FKHP as part of the University of North Sumatra, Medan. On October 17, 1960, the inauguration ceremony for the opening of FKHP was held at the Faculty of Economics Auditorium, Darussalam Banda Aceh, attended by the Director General of Higher Education, Prof. Dr. Soegiono D. Poesponegoro, representing the Minister of Education and Culture. Also present at the ceremony were the President of the University of North Sumatra, Prof. Dr. A. Sofyan, several Deans of Faculties at the University of North Sumatra, members of the Preparatory Committee for the Establishment of FKHP, as well as civil, military, and police officials, prospective students, and guests.

During the ceremony, the FKHP “Charter” (Figure 1) was signed on behalf of the Minister of Education and Culture by Prof. Dr. R. Soegiono D. Poesponegoro, and the first Dean of FKHP, Drh. R. M. Soedjono Ronowinoto, was inaugurated by the President of the University of North Sumatra, Prof. Dr. A. Sofyan. The first lecture began on November 7, 1960, with 62 registered students. To ensure the smooth operation of the faculty, Drh. Hasan Zaini temporarily served as Faculty Secretary. At that time, most of the teaching staff were part-time lecturers. On June 28, 1961, the Minister of Higher Education and Science issued a Decree stating that Drh. R. M. Soedjono Ronowinoto would act as Dean, with Decree No. 39234/C/III/PTIP, and the Faculty Secretary position was held by Drh. Farichin Soemintawidjaja, based on the Decree of the Director General of Higher Education No. 1741/4/DPT/61, dated June 1, 1961. With the realization of the establishment of Syiah Kuala University in Darussalam Banda Aceh, based on the Decree of the Minister of Higher Education and Science No. 11/1961 dated June 21, 1961, which was inaugurated by the President of the Republic of Indonesia, Ir. Soekarno, and the Minister of Higher Education and Science on April 27, 1962, FKHP was integrated into USK. The handover ceremony was held on November 30, 1961. The leadership of FKHP was then entrusted to Drs. Soebagio Sapoetro (Staff Officer of Peperda Aceh). However, due to his transfer to Jakarta in May 1962, the faculty leadership was transferred to Drh. Abdullah Ali, who also served as Faculty Secretary.

In the early years of its establishment until 1968, this faculty produced both veterinarians and livestock experts. In 1968, FKHP (in its third year) opened the Department of Veterinary Medicine and the Department of Animal Husbandry. Thus, since 1968, there have been the Department of Veterinary Medicine and the Department of Animal Husbandry. In 1980, a review of the ongoing curriculum, including the division of departments, was conducted. In the 1981/1982 academic year, students began following the curriculum for the Department of Veterinary Medicine and the Department of Animal Husbandry in their first semester. This curriculum was used until 1985.

Subsequently, based on the Decree of the Minister of Education and Culture (P and K) Number 1312 dated October 10, 1985, the Department of Animal Husbandry was integrated into the Faculty of Agriculture. Thus, FKHP USK became FKH USK. The purpose of establishing FKH was to educate students to become veterinarians who are skilled in their field, dedicated, and capable of independently advancing and developing knowledge for the purpose of development.

Since its inception until now, the leadership management of FKH USK has been carried out with good continuity. Initially, it was led by the Acting Dean of FKHP, namely Drh. R. M. Soedjono Ronowinoto, who was appointed by the President of the University of North Sumatra, Prof. Dr. A. Sofyan. The organizational structure of FKHP/FKH USK in the first five periods of leadership changes was still very simple. Then, following the prevailing regulations, in the subsequent periods, a complete organizational structure was established, as presented in Table 1 below:
